The Regulation Amending the Price Tag Regulation (“Amending Regulation”) was published in the Official Gazette dated 11 October 2025 and entered into force on the same date. The Amending Regulation introduces significant changes, particularly affecting undertakings operating in the retail, food and beverage, and service sectors, with the aim of ensuring that prices are presented in a clear, accessible, and transparent manner.
Key amendments implemented by the Amending Regulation are summarized below:
Food and beverage service providers such as restaurants, cafés, patisseries and similar establishments, which meet the criteria to be determined by the Ministry of Trade of the Republic of Türkiye (“the Ministry”), shall be under the obligation to transmit the information concerning their price lists to the Ministry through an electronic system. This data may be shared with the relevant institutions and organizations, and shall be made available to the public in a transparent manner. The procedures and principles regarding the implementation of this provision shall be determined and announced by the Ministry.
In the case of goods sold in bulk and weighed in the presence of the consumer by the seller, the weight of the container or packaging in which the goods are placed (the tare) shall henceforth be mandatorily deducted.
Food and beverage service establishments may also provide access to their price lists to consumers through a QR code (quick response code) system. However, upon the consumer’s request, such establishments shall be obliged to present the price list in a physical form as well.
In establishments engaged in the sale of books, magazines, newspapers and similar products, it has been made possible to display product prices not only by means of labels, but also through electronic devices.
In determining the pre-discount sales price of goods or services subject to a discounted sale, the lowest price applied within the ten days preceding the date on which the discount is implemented shall be taken as the basis. Previously, this period was thirty days. In the case of perishable goods such as fruits and vegetables, as well as services, the price immediately preceding the discounted price shall be taken as the basis when calculating the amount or rate of discount to be indicated on the labels, tariffs, and price lists.
The Amending Regulation is particularly important for businesses in the retail, food and beverage, and service sectors in terms of their activities, pricing policies, and notification obligations.
